No. 'Otaku' simply means a major fan, and it can be a fan of any type of anime. It is not limited to fans of hentai. Bear in mind that 'hentai' can also describe a person -- a person who is perverted.
In Ranma 1/2, Akane frequently yells "Ranma no baka hentai!", roughly meaning 'Ranma the idiot pervert' or 'Ranma the foolish pervert'.

But you have to remember, while most hentai are otaku, not all otaku are hentai. :biggrin:
For instance, I could have easily been labeled an otaku a year or so ago, when I would spend nearly $100 a week on new DVDs of Robotech, Nadesico, or Eva. But that doesn't mean I wanted to get it on with Lisa, Yurika, or Rei. ;)
