A few useful commands:
/who (typed at the chat line) shows you who is in your level range in your zone. On a low pop server, this isn't particularly useful. There's probably a magic command for /who that shows everyone, but I usually just use the Social Pane (O), Who tab, and use Refresh.
If you want to see if any .gm characters are logged on (i.e. Jay), type ".gm ingame" (without the quotes of course, do it on the chat line using . instead of /). Then if you see someone, you can click their name to send a whisper and harass them.
