This will never pass.  It's like the Communications Decency Act... just a lot of stupid politicians who are completely ignorant of reality.  The costs to implement this lame-brained scheme would be astronomical.  It will never happen.

No, but they know that money talks.  The RIAA got the ball rolling this far because they have lots of money, but the combined money of all the computer hardware and software companies combined is far greater than what the RIAA can muster, so they will lose.  

Besides, the proposed solution is too impractical and doesn't take into account that all existing "digital devices" have no such protection.  Are they going to legislate that all computer owners throw away all their hardware and replace it with RIAA-approved devices?  Good luck!

In short, it will never happen.  

EDIT:  Just read the link and realized that the impetus behind this seems to be some kind of nebulous "national security" bullshit.  

The people who drafted this document have absolutely no clue about technology and the marketplace.  Very similar to the Communications Decency Act... some idiot politician finds a "hot-button" cause and raises hell trying to get legistlated.

The terms involved in the act are so nebulous and far-reaching that they could never possibly be implemented.  What they seem to want is complete control at the governmental level of absolutely everything in the digital universe.

Well, like the Roman Emperor of old screaming at the ocean to obey his commands, it's simply not going to happen.   You can't legislate the tides.
