In my opinion, 301 minimum. Thou must be at least a Commander. Paul Hill is the exception; he received one at something like 180 because he was here for the initial round of titles, and because he has thousands of high-quality trolls at Ars Technica to back him up.

But in the end it's Reimer's decision; we merely request, and he (hopefully) grants the privilege.
